Spatial conflicts in coastal and marine areas have changed significantly from the 19th century to the present day, as has the role of law in rulemaking and conflict resolution. But to what extent should the sea be micromanaged? At what times, and who is responsible? What are the responsibilities of the state and what are the responsibilities of the municipality? The case complex in Vingen, Bremanger, is the topic for a panel debate.
